Recent decades have highlighted the cross-border nature of environmental problems. This has led the Department of the Environment and Housing to carry out international cooperation actions in environmental matters.
Such action is also framed within the agreements of the Rio Summit - the United Nations Conference on Environment and Development (UNCED), Rio de Janeiro, 1992 - which ratifies international environmental undertakings, declares values of sustainability and states the need to reinforce environmental programmes with training and technical assistance in developing countries.
Since then, international and regional conferences advocate the regulation of the concepts that emerged from the Rio Summit, their incorporation into national policy and their social extension, so that the environment is gradually perceived as a valuable resource and highly susceptible to irresponsible environmental growth.
For this reason, the Department began to support actions in Third World and developing countries so that actions and programmes of environmental education and conservation of natural heritage and resources could be carried out there.
The Department offers experience and support in promoting environmentally sound behaviour, something which requires considerable effort and has become paramount to obtaining positive results in the medium term.
In Catalonia, aid for developing countries has been given through organisations. These projects have received the support of the Department of the Environment and Housing.
