Participation

We are sometimes led to believe that oil makes the world go round, but the real key to life today and tomorrow is water.

To be able to guarantee quality and quantity for ourselves, but also for the rivers, it is our duty to take care of water if we want to have a good future.

This not only involves managing water sustainably from the public administration, but also essentially a change in the culture of the entire public with regard to our concept of how to use water.

The Agency aims to foster participation and is preparing a participative programme which will provide forums and systems where opinions and proposals from the general public, organisations and other administrations can be given.

Participating means advancing in the involvement of the general public in public decisions and actions. Involving the general public in decisions on water management will help us make the right decisions right and carry them out more efficiently.

Europe has created a directive on water (the Water Framework Directive - WFD), which is the legal setting for planning our water management and at the same time for making the maximum number of people participate.

Therefore, we would like to create forums in which to inform and listen to your opinions, proposals or ideas about integrated water management, which is our job.

To participate we first need to give you the information and knowledge and provide the forums in which we can listen to your proposals.

L'aplicació de la DMA s'ha de dur a terme a través d'un procés participatiu que garanteixi la informació, la consulta i la participació activa dels ciutadans i ciutadanes i les entitats tant en la validació del diagnòstic com en la redacció dels programes de mesures.

L'ACA i la Direcció General de Participació Ciutadana han elaborat un protocol per fer efectiu un procés de participació obert a tothom:

• Editar materials divulgatius i construir les bases de dades per contactar amb els actors de cada conca.
• Sessions informatives i enquesta de percepció sobre el present i el futur de l'aigua.
• Tallers de participació per validar el diagnòstic sobre l'estat del medi i fer aportacions al programa de mesures: grups de treball.
• Elaboració de les conclusions, incorporació de les mateixes als plans de gestió que ha d'elaborar l'ACA i retorn als participants.
• Creació dels Consells de Conca amb la finalitat que siguin òrgans estables de consulta a tot el territori.

Aquest procés d'nformació i de participació comença a les conques de l'Alt Ter i el Francolí i Gaià, amb l'objectiu d'arribar a tot el territori català.
